- Fix Effects purity (READ -> readonly, not pure)
- Mark Catch as CONTROL to prevent DCE; Try/Catch test green
- Add env-gated debug logs (effects, verifier, mir-printer, trycatch, ref, bin)
- Update CURRENT_TASK with progress and next steps
