nyash-codex f813659d2e refactor(compiler): Stage-B compiler simplification and test infrastructure 
**Compiler Simplification (compiler_stageb.hako):**
- Remove complex fallback system (_fallback_enabled, _fallback_program)
- Remove flag parsing system (_collect_flags, _parse_signed_int)
- Streamline to single-method implementation (main only)
- Focus: parse args/env → extract main body → FlowEntry emit
- 149 lines simplified, better maintainability

**Parser Cleanup:**
- Fix trailing whitespace in members.rs (static_def)
- Add child_env module to runner/mod.rs

**Test Infrastructure (stageb_helpers.sh):**
- Enhance Stage-B test helper functions
- Better error handling and diagnostics

**Context:**
These changes were made during PHI UseBeforeDef debugging session.
Simplified compiler_stageb.hako eliminates unnecessary complexity
while maintaining core Stage-B compilation functionality.

✅ Reduced Stage-B compiler complexity (-12 lines net)
✅ Clearer single-responsibility implementation

vm: stabilize plugin-first VM output + TLV decode\n\n- runtime(plugin_loader_v2): decode plugin TLV generically (tag 1/2/3/5/6/7/8/9)\n- vm(print): coerce plugin-backed results via semantics (i64/string) for consistent output\n- vm(plugin_invoke): add decode debug; align return handling\n- bin/lib: expose runner_plugin_init in bin; fix call sites to init plugin host\n- tools(build_aot.sh): disable legacy-forbid diag and toml env for object emit\n- add VM/JIT smoke scripts (counter, filebox, jit-compare)\n\nResult: VM plugin smokes PASS; jit-direct compare PASS. AOT emit still needs CLIF block init tweak.
