# Phase 21.6 — Dual‑Emit Parity & C‑line Readiness Goal: Produce identical MIR(JSON) from both provider (Rust) and selfhost (Hako) builder paths, measure generation cost, and keep AOT (ny‑llvmc) fast/green.
