✅ **StepTree capability gate**: `StepCapability::NestedLoop` を strict allowlist に追加して、`cap_missing/NestedLoop` を解除した - ✅ **Integration導線**: `selfhost_minimal` の SKIP を撤去しても integration selfhost が FAIL=0 になることを確認した ### What Phase 188.1 did NOT do -
